During the research and interview in Yancheng, it was impressive to see numerous wind turbines and photovoltaic panels, as well as the large scale and comprehensive industry of green power. As a typical representative of the new energy rich areas in China, Yancheng has taken the lead in local green power consumption and achieved many practical results. However, reporters can also clearly feel that "easy power generation, difficult consumption, and difficult traceability" are still the main bottlenecks restricting the high-quality development of local new energy.
The primary contradiction in the consumption of green electricity in Yancheng is the mismatch between power supply and load space. New energy projects are concentrated along the coast, and electricity demand is concentrated in urban areas. Even with energy storage and dedicated lines, local consumption space is still limited. A large amount of green electricity still needs to be sent out, and local industries are unable to gain a foothold in the market. The advantage of green electricity has not been fully transformed into an industrial advantage.
The traditional power grid is mainly based on "mixed grid transmission", where green electricity is intertwined with conventional electricity. Enterprises use green electricity, but cannot provide physical traceability certificates. The dedicated line direct supply and independent busbar mode explored in Yancheng is worth replicating and promoting in parks with relatively abundant new energy resources and strong demand for green energy consumption in industries. Encouraging enterprises with export carbon reduction needs to prioritize settling in green electricity high proportion industrial parks can achieve a win-win situation for low-carbon production and on-site consumption of new energy.
In addition, the low matching degree between green electricity and industrial demand also affects the consumption effect. On the one hand, some traditional industries have a weak willingness to undergo green energy transformation, and still have concerns about the price and stability of green electricity; On the other hand, there is insufficient agglomeration of industries with high energy consumption and high demand for green electricity, and green electricity has not found a good enough "home".
To overcome the above bottlenecks, it is not only necessary to expand power stations and extend transmission lines, but also to break through from the dimensions of power grid, market, and industry.
Accelerate the flexible transformation of the power grid and promote pilot projects for direct connection and supply of green electricity. On the basis of existing dedicated lines, expand the coverage of independent busbars and physical traceability, and turn pilot projects into the norm. At the same time, simplify the approval process for green power lines, reduce the cost of connecting parks and enterprises, and enable more users to directly connect and use green power.
Build a green electricity on-site trading platform. Establish a nearby trading mechanism for green electricity and green certificates for local enterprises, achieving "direct connection between issuance and use, price negotiation between both parties, and full traceability of data". Provide policy support such as energy consumption accounting and carbon reduction accounting to enterprises that use local green electricity, and enhance their enthusiasm for purchasing green electricity.
Relying on green electricity to promote industrial layout. Around the distribution of green power resources, we will focus on introducing industries such as green manufacturing, new energy materials, green computing power, and green fuels, forming a pattern of "where green power is, industries will gather". Simultaneously improve public services such as carbon footprint certification, energy carbon management, and international mutual recognition, making green electricity truly the core competitiveness of industrial investment.
The nearby consumption of green electricity is not a simple issue of electricity consumption, but a systematic engineering of the coordinated reshaping of energy structure, industrial structure, and power grid structure.
